PURPOSE: Optimal resource allocation device and method thereof according to an approach in a long term evolution (LTE) based femtocell system are provided to reduce the performance difference between users in the LTE based orthogonal frequency division multiple access (OFDMA) cellular environment and to improve the system entire performance. CONSTITUTION: A peripheral device information acquisition unit (110) acquires information about a femtocell device from a femtocell device. An access mode judgment unit (120) judges an access method of the femtocell device based on the acquired information about the femtocell device. An optimal resource allocation unit (130) determines a transmission power value of the femtocell device according to the judged access method. An optimal resource broadcasting unit (140) broadcasts the determined transmission power value to the femtocell device.
