PURPOSE: Three dimension video coding rate control method and a device using the same can control encoding rates of left and right images and perform 3D encoding.;CONSTITUTION: An encoding rate setting unit sets up encoding rates of a first image encoding rate and a second image encoding rate. A multiple-image encoding unit (300) encodes the encoding rate of the first image and the encoding rate of the second image with the different encoding rates set up by the encoding rate setting unit. A target bit rate setting unit sets up a total encoding rate of the first and the second images. A first determining unit (320) determines whether a current image being encoded is the first image or the second image. The first determining unit performs encoding with different encoding rates depending on images.
