PURPOSE: A bandwidth expansion encoding and decoding method and a device thereof are provided to encode and decode a high-frequency band signal using a low-frequency band signal.;CONSTITUTION: A domain among a frequency domain and a time domain is determined to be encoded for a signal in a lower band than a predetermined frequency. When the domain is determined as the frequency domain, the signal is quantized and encoded without loss (920, 925). When the domain is determined as the time domain, the signal is encoded by a code excited linear prediction (CELP) method (930).
