PURPOSE: An initial rainwater removal, storage and artificial recharging method comprising an initial rainwater removal unit, a storage unit, and an artificial recharge unit is provided to successively purify initial rainwater, collect the rainwater in stages, discharges the rainwater to the outside, and store the rainwater excluding the initial water in the high place or recharge the rainwater excluding the initial water underground to be used for recharging purposes.;CONSTITUTION: An initial rainwater removal, storage, and artificial recharging apparatus includes an initial rainwater removal unit(100), a rainwater pumping storage unit, an artificial recharge unit(300), and an excess rainwater discharge unit(400). The initial rainwater removal unit collects and removes rainwater. The rainwater pumping storage unit moves the rainwater ejected from the initial rainwater removal unit upward at a fixed height from the ground for storage. The artificial recharge unit moves the rainwater ejected from the rainwater pumping storage unit underground for storage.
