The apparatus for removing, storing and artificially recharging early-stage rainwater according to the present invention, comprises: an early-stage rainwater removing unit for collecting and removing rainwater; a rainwater pumping and storage unit for moving the rainwater discharged by the early-stage rainwater removing unit to a predetermined height from the ground and storing the pumped rainwater; an artificial recharge unit for moving the rainwater discharged by the rainwater pumping and storage unit underground and storing the rainwater; and an overflow rainwater discharge unit for discharging to the outside the rainwater exceeding the storage capacity of the rainwater pumping and storage unit or the rainwater which is not stored as underground water in the artificial recharge unit.
