PURPOSE: A method of preparing a magnesia-zirconia complex carrier for a normal-butane oxidative dehydrogenation catalyst, a method of preparing a magnesia-zirconia complex carrier-supported magnesium orthovanadate catalyst prepared thereby, and a method of preparing normal-butene and 1,3-butadiene using the catalyst are provided to prepare plenty of normal-butene and 1,3-butadiene using normal-butane. CONSTITUTION: A method of preparing a magnesia-zirconia complex carrier for a normal-butane oxidative dehydrogenation catalyst includes the following steps: a zirconium precursor and oxalic acid are respectively dissolved in alcohol to prepare a zirconium alcohol solution and an oxalic acid alcohol solution; the zirconium alcohol solution and the oxalic acid alcohol solution are mixed to synthesize zirconia; the zirconia is separated from the mixed solution and is dried and heat treated; the zirconia is impregnated with a magnesium salt aqueous solution; and a resultant product is dried and heat treated to prepare a magnesia-zirconia complex carrier for a normal-butane oxidative dehydrogenation catalyst.
