A transparent composite material is provided to prevent glass fiber from being cracked in order to improve productivity and produce transparent composite films by controlling refractive index of organic-inorganic hybrid. A transparent composite material comprises glass cloth and organic-inorganic hybrid compositions. The organic-inorganic hybrid compositions contain diphenylsilanediol and alkoxy silane. The refractive index difference between the organic-inorganic hybrid compositions after curing and the glass cloth is less than 0.01. A method for manufacturing a transparent composite film consists of the following steps of: preparing the glass cloth; preparing the sol type organic-inorganic hybrid composition containing diphenylsilanediol and alkoxy silane; and dipping the glass cloth in the organic-inorganic hybrid composition to be cured.
