The present invention relates to a catalyst layer of a membrane-electrode assembly for a fuel cell, characterized in that it comprises a highly crystalline carbon supported platinum catalyst and a hydroelectrolyte catalyst. According to the present invention, the hydroelectrolyte catalyst present in the fuel cell catalyst layer is water in the catalyst layer. As a result, the corrosion of carbon by water is suppressed and the life of the fuel cell is increased.
