PURPOSE: A fluidized incinerator for incinerating sewage sludge capable of reducing the amount of discharging environmental contaminants and an incinerating system using the same are provided to save a cost for processing the sewage sludge by reducing the use of catalyst by mixing a flow material and the catalyst as a flow medium to reduce the amount of nitrous oxide among exhausting gas.;CONSTITUTION: A fluidized incinerator(100) for incinerating sewage sludge comprises a first sewage sludge input unit, a first air inlet unit(120), a flow material input unit(130a), a catalyst input unit(140a), a thermal supply device(150), an exhausting gas outlet unit(170a), and a dust input unit. The catalyst input unit supplies catalyst to assist nitrous oxide which is generated from sewage sludge to analyze. The thermal supply device supplies the heat to a flow material input in the fluidized incinerator and preheats or heats air flowing in the fluidized incinerator.
