PURPOSE: A traffic signal control panel for suburban areas is provided to control traffic signals systematically and efficiently based on the recognition of vehicles, thereby reducing power consumption. CONSTITUTION: An I/O interface (31) sends and receives signals and data to and from a recognition sensor aggregate and an interjection signal light aggregate. A traffic signal generation module (34b) generates traffic signals and sends the signals to a signal light at an intersection from which a recognition sensor sends a vehicle detection signal. If the value of a received vehicle detection signal is below a preset value, a central control part (32) automatically determines that the traffic volume is below a certain level and that the traffic light is flickering and then operates the traffic signal generation module.
