PURPOSE: A payment proxy system with a lottery issuing function and an operation method thereof are provided to allow a supply store to supply a part of product prices to a member store as a lottery fund and points for promotion of the member store and detention of clients, thereby reducing promotion expenses of the member store and increasing the number of transaction stores of the supply store.;CONSTITUTION: A payment proxy system(100) includes a plurality of member store terminals, a plurality of supplier terminals, an operation company server(101), and a VAN(Value Added Network) server(102). The plurality of member store terminals includes a function which processes a payment of a credit card or a check card and a function which requests lottery issuing and issues a lottery. Suppliers, who are registered in the operation company server, carry the plurality of supplier terminals. The operation company server accumulates a part of product prices as a lottery fund and points for each member store corresponding to the lottery fund. The operation company server stores lottery fund accumulation information and point accumulation information for each member store.
