PURPOSE: A biodegradable polymer scaffold coated by hypoxia-conditioned mesenchymal stem cell for promoting angiogenesis or islet transplantation is provided to promote the formation of blood canalization, to easily transplant and remove mesenchymal stem cells, and to have excellent blood sugar-controlling function by only a small amount. CONSTITUTION: A biodegradable polymer scaffold polymer is scaffold coated by hypoxia-conditioned mesenchymal stem cell for promoting angiogenesis or islet transplantation. The biodegradable polymer is one or more selected from polyglycolic acid (PGA), polylactic acid (PLA), poly-lactic-glycolic acid co-polymer (PLGA), polylactic acid (PLA)-poly (L) lysine copolymer, poly-e-caprolactone (PCL), and polyamino acid. The transplantation is conducted under skin. A manufacturing method of the biodegradable polymer scaffold polymer for promoting angiogenesis or islet transplantation comprises a step of coating the biodegradable polymer with the stem cell which is cultivated in the concentration of 1-5 %.
