PURPOSE: A coating liquid containing a natural antibacterial agent and a photocatalytic material is provided to maximize antibacterial activity and to maintain freshness of fruits. CONSTITUTION: A coating liquid contains: a natural antibacterial agent including one or more among a mixture of phytoncide and thymol, a mixture of phytoncide and spearmint, and phytoncide; and a photocatalytic material. The photocatalytic material is titanium dioxide. The coating liquid further contains activated charcoal and a binder. The binder includes poly urethane, PVB cellulose, or organic silane. A plastic bag for fruits contains the coating liquid. A method for manufacturing the coating liquid comprises: a step of preparing nanocolloidal titanium dioxide; a step of mixing the nanocolloidal titanium dioxide with the mixture of phytoncide and thymol, the mixture of phytoncide and spearmint, or a phytoncide solution and preparing a photocatalystic solution; and a step of mixing with the binder.
