PURPOSE: A manufacturing method of carbon substrate is provided to omit an oxidation treating process by using activated carbon fiber and binder short fibers, thereby releasing the deviation and low processability of a carbon substrate, and to easily control resin-impregnation process like impregnation thickness or uniformity. CONSTITUTION: A manufacturing method of carbon substrate comprises: a step of forming carbon fiber web including carbon single fiber, active carbon single fiber and binder single fiber; a step of obtaining impregnated carbon fiber web by impregnating the carbon fiber web into slurry including a thermosetting resin and carbon filler, and then drying the product; a step of hardening the thermosetting resin and compressing the carbon fiber web, by pressing and heating the impregnated carbon fiber web; and a step of obtaining carbon substrate by heating the carbon fiber web under inert atmosphere, and stabilizing and carbonizing the carbon single fiber and the active carbon single fiber.
