Note here that said hinged block 1 can be shifted to position of safety (Pos. 1) and that of removal from safety position owing to rotation around rotational axis D. In said position of safety (Pos. 1) center of gravity of hinged unit 1 is located above horizontal plane E wherein rotational axis D is located. In some implementation versions, this device incorporates an extra element. Note here that center of gravity of the complex composed of hinged unit 1 and extra element is located under horizontal plane E. In compliance with one of said versions, this device incorporates the means for creation of rotary motion. In compliance with the other version, said means is composed of drive element connected with hinged unit.
