The actuating device comprises a hub (14) in a rear wheel hub (16). A chain circuit (13) is arranged on a rear wheel axle (37), where the circuit is controlled by a single drive handle. The single drive handle has two carriages having sliding blocks and two synchronously controlled front-end wings. A connecting link is arranged in a zigzag-shaped curve portions. The actuation of the hub and chain circuit is carried out by electric motors.
