The apparatus has carrying axles (5) for retaining a bobbin or a reel. A brake drive is releasably connected to a cylindrical brake drum (41) by the carrying axles such that the brake drum turns together with the reel or the bobbin, and the carrying axles are insertable into the reel or the bobbin. The brake drum rests against an elastic brake wheel (43). The brake wheel unwinds pipes or cables from an inner peripheral part of the brake drum during rotation of the bobbin or the reel. A clamping apparatus (44) regulates contact pressure of the brake wheel on the brake drum.
