The surface has openings at a region of a rotor part rotated against wind flow, where the surface covers the rotor part and strengthens the wind flow of the rotor part against wind direction (A). The surface is arranged around 180 degrees in a rotation-symmetric manner. The surface is provided at the region of the rotor part for guiding wind force along rotation direction of a rotor. The rotor part is not covered, where the rotor part runs along the wind direction. The rotor part is opened and retrofitted by the surface during deflection of wind along the rotation direction of the rotor.
