Cationic polymer comprising polycationic section and uncharged water-soluble section is new, where: the polycationic section is obtained by reacting an epihalohydrin with an amine or heteroaryl; the uncharged water-soluble section has polyols and the cationic polymer is obtained by the polycondensation of the amine or heteroaryl with the epihalohydrin in water and reacting the obtained product with the polyol.
