Water-based cosmetic composition comprises an aqueous phase containing water and components homogenously miscible with water at 20[deg] C and approximately 1013 hPa and a system dispersed in the aqueous phase, where the dispersed system comprises a combination of at least one compound (a), which is liquid at 20[deg] C and approximately 1013 hPa and has a solubility in water of less than 1 g/l and a vapor pressure of at least 2.66 Pa and at least one film-forming polymer (b), and the weight ratio of (a) to (b) is 1:40-1:8, preferably 1:20-1:12.
