The universal wind-wheel is provided with a rotating wind turbine-wing, which is connected to a rotation axis (a1) with bearings (e1), where a stable windproof flap (b) is adjustable to regulate the wind turbine power transmission. A control device (c) is provided with a control valve (d) for controlling the stable windproof flap in up and down directions. A rotatable tube (e) is provided with a slot for replacement of a drive chain to a stable bearing. A gear-chain drive (j) is provided with bearing for transmission of wind power to an oil-hydraulic tub (i). A wing blade (k) is provided to generate the oil pressure.
