The device has a stable bar or rod which is attached to the spaced-apart retaining rings. The diameter of the retaining rings is in the range between 40 mm to 100 mm, preferably from 45 mm to 55 mm. The spacing of retaining rings is between 200 mm to 300 mm, preferably from 220 mm to 250 mm. The retaining rings are firmly bonded and are fixed to the bar or rod by welding.
