The device (10) has an actively moving base body on which a bulky layer (2) is applied. The bulky layer has hollow spaces (3) in which permanent magnets are arranged. The magnets are excitable for appropriate movement with only degree of freedom in movement direction in the hollow spaces according to application of the bulky layer on the base body or according to formation of the hollow spaces in the bulky layer. The magnets are movable around a rotational axis in the hollow spaces that are designed as hollow space casings or flat cylinders. The bulky layer is designed as a flexible textile-, fiber-, foam-, or netting material or an external plate, a fixed layer or a rigid body. The base body is designed as a vibration-, oscillation- or massage device, creature, human or animal. A damping material e.g. fluid, elastomer, foamed material, mechanical spring, rubber band and elastic material, is provided in the hollow spaces.
