The method involves detecting flow rate of the water and level of water by flow rate measuring sensor (6a) and water level measuring sensor (6b), and transmitting the detected data to data processing system (7). The pressure controlled flow control is enabled with respect to discharge opening with a resilient hose via the data processing system. The size of the cross-section of the discharge opening is adjusted according to flow rate of the water and level of water. An independent claim is included for control structure for controlling flow of water from basin of water vortex power plant.
