The ceiling or wall element has a support plate (1) provided with low thermal conductivity. The support plate is formed of gypsum plasterboard or gypsum fiber board. A graphite layer (5) is provided on an air-conditioning space (R) at a facing side. The register pipes (4) of a heating or a cooling battery are embedded in the graphite layer. A reinforcing layer is made of stiff glass fiber material or carbon non-woven fabric material. A covering layer (8) is made of non-woven fabric material or metal.
