The adjuster (100) has an external gear support (110) comprising a through hole (111) and an external toothed wheel, and a shaft extending through the hole. An internal gear support (120) has an internal toothed wheel. A base block (130) is coupled with the supports, and has a groove connection with the shaft. Wedge blocks (230) are rotated by the base block, and a wedge spring (240) elastically presses the wedge blocks. Two cams (210, 220) enclose an outer peripheral surface of the wedge blocks. A connector connects the cams with the wedge blocks and rotates together with the wedge blocks.
