An input unit (500) inputs an ignition signal which indicates on state or off state of ignition switch (20). An electronic control unit (50) determines whether ignition switch is in on state or off state based on input ignition signal. The electronic control unit receives communication frame transferred from another control device through branch line (11-14). The electronic control unit diagnoses failure state of the input unit and the branch line based on the determination that ignition switch is in off state and received frame.
