The control device has a pseudo abnormality creation unit which causes the microcomputer to produce pseudo abnormality, after the microcomputer is switched on and before the microcomputer commences with control operation for actuating the motor (80). An initial test unit determines that the microcomputer abnormality detecting unit is normal, if the microcomputer abnormality detecting unit detects the abnormality of the microcomputer, and enables the microcomputer to commence control operation for actuating the motor. An independent claim is included for electrical power steering system.
