The system has a diode (D1) connected in parallel to a resistor (R1), where an anode of the diode is connected on a terminal of the resistor and located at a point medium between the resistor and a switch (S1). A cathode is connected to an input terminal of an inverter (2). Another switch (S4) is connected between another terminal of the resistor and the cathode, so that the system is operated in a surge current limiter when the switches are opened and in a braking circuit when the latter switch is closed and the former switch is in a cutting mode.
