The apparatus (1) has a base (12) for receiving the cladding layer (4) and attenuation tool (14) so as to allow a weak point (2) to-be-formed in the cladding layer. The attenuation tool is arranged with several cutting elements to penetrate the cladding layer. The cutting elements are arranged on the periphery of a wheel (18) which is rotated relative to the base. The wheel and base are moved relative to each other along a weakening path so that the cutting elements are penetrated into cladding layer along the weakening path.
