The device comprises a temporary stopping element inserted under a basic flexible film of a basin such that the element creates insuperable stopping of the liquid contained in the basin by raising the basic film beyond a level of a surface of the contained liquid when the element is activated, and the element leaves an unrestricted passage to the liquid contained in the basin when the element is deactivated. The temporary stopping element is a deformable element appearing as an inflatable roll that is equipped with a minimum inflating valve, a minimum deflating valve and a rail anchor.
