Liquids Shippers Cite 'Atypical' Elements in Sunoco Pipeline’s Declaratory Order Petition to FERC With Regard to Delaware Basin Extension And Reference to a Future Project

On March 23 the Liquids Shippers Group filed a protest and comments with FERC, raising questions with regard to a 2/23/15 petition for declaratory order (PDO) that Sunoco Pipeline, LP (OR15-18) submitted to the Commission as a prerequisite for its Delaware Basin Extension project. Sunoco is seeking approval of the proposed tariff rate structure, proration policy, and various described aspects of the Transportation Service Agreement (TSA) that would govern service. The Liquids Shippers noted at the outset that Sunoco’s petition contained a description of its open season for the project, but it did not include the open season documents, including the TSA and proposed prorationing policy, “which are the foundation for the approvals sought by Sunoco.”
