The valve has a shutter (2) comprising a through hole and rotatably guided for releasing or closing a passage between an inlet and an outlet. An actuator i.e. electric stepper motor, controls rotation of the shutter and is provided with a position sensor. A drive unit controls the electric stepper motor during opening and closing the valve. Two connecting flanges (4) enclose the shutter and a body (1) with predetermined pressure. Two seats (3) are placed on sides of the shutter and between the shutter and each connecting flange. A coupling unit is placed between the motor and the shutter. An independent claim is also included for a hydropneumatic device.
