The method involves transforming image blocks using horizontal and vertical basic functions parameterized by a value of a current phase for each value of selected current phase among a set of values of predetermined phase, where the image blocks include an image from a still image or an image of a sequence of temporally successive pictures or a series of images of a same scene. A cost of coding of the transformed image blocks is calculated. A value of a phase relating to a low cost of coding is selected for coding the image blocks. Independent claims are also included for the following: (1) a method for decoding a data flow representative of set of image blocks (2) a device for coding a set of image blocks (3) a device for decoding a flow of information representative of a set of image blocks.
