PROBLEM TO BE SOLVED: To provide a totally unprecedented flame-retardant tabular object equipped, while improving the function of inhibiting the generation of toxic gases by virtue not only of flame retardance and fire resistance but also of flame resistance borne thereby, with optimal cushionability as well as flexibility and elasticity; a toxic gas generation-inhibiting rug using the flame-retardant tabular object; and a method for manufacturing the toxic gas generation-inhibiting rug.SOLUTION: The flame-retardant tabular object of the present invention includes a flexible tabular body usable for a toxic gas generation-inhibiting rug (A), etc., whereas a thermoplastic resin layer not only including an inorganic substance such as sodium polyborate, etc. but also being furnished with at least either of acetyl groups and low-temperature characteristics is configured on at least either of one and the other surface sides of the flexible tabular body.
