PROBLEM TO BE SOLVED: To provide an action analyzing apparatus, an action analyzing system and an action analyzing method that analyze movements of a vehicle and of an obstacle and appropriately determine whether or not the vehicle will collide against the obstacle.SOLUTION: Obstacle detecting means measures the position of an obstacle relative to a vehicle and its speed in the longitudinal and lateral directions relative to the vehicle. Vehicle action detecting means measures the speed of the vehicle in the longitudinal direction and that in the lateral direction. Minimum distance calculating means calculates from the result of measurement by the obstacle detecting means and that by the vehicle action detecting means the minimum distance at which the vehicle and the obstacle are nearest to each other. Collision determining means determines that the vehicle and the obstacle will collide with each other if the calculated minimum distance is at or below a prescribed value.
