PROBLEM TO BE SOLVED: To provide a safety evaluation device, etc. capable of simply calculating safety of a banking to rainfall.;SOLUTION: A safety evaluation device 1 substitutes an average degree of saturation in a banking 60 in a relational expression determining relation between the average degree of saturation and a ratio of inflow water quantity to the baking 60 to quantity of water to gather to the banking 60 to calculate the ratio, and calculates the inflow water quantity to the banking 60 by using the quantity of water to gather to the banking 60 and the ratio. In addition, the average degree of saturation in the banking 60 is substituted in a relational expression determining relation between the average degree of saturation and outflow water quantity from the banking 60 to calculate the outflow water quantity from the banking 60. Then, an average degree of saturation in the banking 60 is newly calculated by using the inflow water quantity to the banking 60 and the outflow water quantity from the banking 60. Then, a normalized safety factor obtained by normalizing a safety factor to breakdown of the banking 60 by an initial value is calculated as a degree of safety of the banking 60 by using the average degree of saturation.;COPYRIGHT: (C)2014,JPO&INPIT
