PROBLEM TO BE SOLVED: To extract a communication network configuration whose expected value of the communication scale is the largest among respective communication network configurations of newly created transmission link candidates when a loop network in which nodes and transmission links are connected circularly is divided in order to secure communication in the case of a wide area disaster.;SOLUTION: The invention inputs information on communication nodes, existing transmission links, and newly created transmission links, stores it in storage means, specifies one or multiple important communication nodes from the information on the communication nodes in the storage means, on the basis of a newly created transmission link candidate condition of the information on the newly created links in the storage means, enumerates all the combinations of communication nodes connected with the important communication nodes, calculates the expected value of the communication scale of each communication network configuration relative to the enumerated communication network configurations by use of the reliability evaluation technique, compares the expected values of the communication scales of the respective network configurations, and extracts a communication network configuration whose expected value is the largest.;COPYRIGHT: (C)2014,JPO&INPIT
