PROBLEM TO BE SOLVED: To provide an abnormal behavior on the road monitoring technique that is able to monitor a wider range.SOLUTION: An abnormal behavior on the road monitoring system comprises: an image acquisition unit for acquiring an image by detecting infrared emitted by a photographic subject; an abnormality detecting unit for detecting whether there is an abnormality in the image or not; and a notification unit for giving prescribed notice according to the abnormality when an abnormality is detected by the abnormality detecting unit. A monitoring system 1 includes: a monitoring end facility 100 that is provided at a monitoring spot; and a monitoring center facility 300 that is connected with the monitoring end facility 100 via a network 10, and provided at a place where a monitoring surveyor 3 executes monitoring. The monitoring end facility 100 includes: an infrared thermal camera 110 that includes a monitoring object 2 in its angle of view; an abnormality detection device 200; and a radio communication device 120. The infrared thermal camera 110 is a heat ray imaging device that detects infrared radiated from an object (that is a subject) and outputs image information.
