PROBLEM TO BE SOLVED: To provide: a smart television control device for controlling a smart television by using a smartphone; and a control method by using the smartphone, by the smart television control device.SOLUTION: A smart television control device transmits, to a smart television through radio communication, digital information signals including at least any one of sensor information pieces of a camera that detects a video image of a user of a smartphone, carried by each user who uses the smart television, and of a physical contact and a movement of the user and a user identifier, as a control operation instruction desired by the user. The smart television receives, recognizes and processes the control operation instruction signal desired by the user, to control the operation of the smart television.
