The ventilation water impermeable sheet is sandwiched between an inner case side surface of a perforated top plate part of the outer case and an outer case side end surface of the inner case, and a taper inner cylindrical surface for reducing a diameter toward an end part on the opposite side of the perforated top plate part of a cylindrical part, is formed on a cylindrical part inner peripheral surface of the outer case, and a taper outer cylindrical surface having a larger diameter than the taper inner cylindrical surface of the outer case in a free state and reducing in diameter by being fitted to the taper inner cylindrical surface, is formed on an outer peripheral surface of the inner case.
