PROBLEM TO BE SOLVED: To establish a method for a single cycle or combined cycle gas turbine power plant to maintain a specified power reserve, and a power generating system comprising a controller for implementing the same method.;SOLUTION: Disclosed is a controller which operates a single cycle or combined cycle gas turbine power plant so as to maintain a specified power reserve. The controller operates at a control-hierarchic level of load commands. The controller uses an estimated maximum power generation capacity as a reference, subtracts a required load offset, and uses a resultant signal as the upper limit of a load set point. The required load offset follows the specified power reserve. The specification of the power reserve involves a static requirement and a transient requirement.;COPYRIGHT: (C)2014,JPO&INPIT
