PROBLEM TO BE SOLVED: To provide a simple production method capable of forming and covering simultaneously a plurality of nanopillars having a needle-shaped, columnar or rod-shaped form or the like and constituted of a metal oxide-based crystal on the surface of the metal.SOLUTION: In a method for forming nanopillars containing a metal oxide on the surface of the metal, an interface between the metal and water having a contact with the metal is irradiated with light having a wavelength of 185-800 nm. The surface of the metal is preferably roughened before irradiation with the light.
