PROBLEM TO BE SOLVED: To provide a flame-retardant coating agent composition excellent in flame-retardant making or incombustible making of an organic quality material.SOLUTION: Provided is a coating agent composition that is applied to an organic quality material, and in which the organic quality base material is made flame-retardant or incombustible, and the coating agent composition includes: potassium silicate; and potassium oxide. A flame-resisting coat that is formed by the flame-retardant coating agent composition is disposed on a surface of the organic quality material, and a coating sheet including a chlorination synthetic resin is disposed on a surface of the flame-resisting coat. A flame-retardant lumber is exposed to combustion heat at fire disaster time, the flame-retardant coating agent composition is subjected to foam formation by heat to be vitrification, thereby ignition to the organic quality material that is a coated matter is suppressed, and consequently heat evolution is suppressed.
