PROBLEM TO BE SOLVED: To provide a plasma bubble jet member in which a bubble including a plasma is moved while being kept in a solution for an extended period, a local ablation apparatus using the plasma bubble jet member, and a cure apparatus, that are a local processing technique (a local ablation method) in which a hole is opened in a membrane and a wall of a cell, a material in the cell is removed or a material is introduced in the cell.SOLUTION: A plasma bubble jet member includes: a pair of electrodes 200 that is formed by a conductive material, and is for allowing an inactive gas 205 to generate a plasma; a liquid flow path 220 for allowing a liquid to flow; and a fine flow passage 210 that flows the liquid including the inactive gas, the plasma inclusion inactive gas, and the bubble of the plasma inclusion inactive gas, wherein the fine flow passage is connected with the liquid flow path at a downstream than a plasma generation part in which micro nano bubbles (bubbles) including the plasma that is emitted by application of a high frequency voltage are discharged. In addition, a local ablation apparatus and a cure apparatus use the plasma bubble jet member.
