PROBLEM TO BE SOLVED: To accurately measure the eye movement of the left and the right eyes with the measurement characteristics consistent between left and right eye potentials.SOLUTION: An eye potential generation device comprises: an electric potential acquisition part 125 which is disposed on a viewer and acquires the electric potential of electrodes described later, the viewer being used attached to the head of a user such that a line connecting an electrode disposed in a nose side of an eye and an electrode disposed in an ear side of the eye intersects a line connecting both eyes, for each of the left and the right eyes; an eyeblink detection part 140 for detecting an eyeblink section, i.e. a time section in which the user blinked the eyes; a correction value calculation part 170 for calculating a correction value of an electric potential by using a ratio between a left eye potential, i.e. an electric potential difference between the electrodes disposed in the left eye side of the user, and a right eye potential, i.e. an electric potential difference between the electrodes disposed in the right eye side of the user in an eyeblink section; and a correction processing part 180 which corrects, by using the correction value calculated by the correction value calculation part 170, the left eye potential or the right eye potential calculated from the electric potential acquired by the electric potential acquisition part 125.
