PROBLEM TO BE SOLVED: To determine an optimal water supplying temperature for minimizing a cost according to a load pattern of an air-conditioning system.SOLUTION: A device for controlling a complex facility air-conditioning system, which includes a heat exchanger and supplies a heating medium from a heat source installation including a heat source and a pump to a plurality of air conditioners via piping, comprises: heating medium demand estimation means for estimating a heating medium demand from a heat demand of a fluid on a secondary side of the air conditioner and a state of the heating medium supplied from the heat source; piping load estimation means for estimating energy used by the pump from the heating medium demand; heat source load estimation means for estimating energy used by the heat source; heating medium state setting means for providing the heating medium demand estimation means and the heat source load estimation means with a plurality of values on the heating medium state, and calculating a plurality of values of the energy used by the pump and the energy used by the heat source; and optimum point determination means for determining a heat source state at which a sum of the energy used by the pump and the energy used by the heat source becomes the smallest from among the values calculated from the respective heating medium state setting values. Then, according to the determined heat source state, the heat source installation is controlled.
