PROBLEM TO BE SOLVED: To efficiently and accurately evaluate a surface state of a copper foil.;SOLUTION: The copper foil surface state evaluation device comprises: photographing means that photographs a mark existing beneath a transparent base material across the transparent base material, resulting from a removal of a surface-treated copper foil by etching after a surface-treated surface side having a surface treatment copper foil treated is attached to at least one face of the transparent base material; observation point-brightness graph preparation means that measures brightness for each observation point along a direction orthogonal to an extension direction of the observed mark, and prepares an observation point-brightness graph; and copper foil surface state evaluation means that evaluates visibility of the transparent base material, using a brightness curve produced from an end part of the mark through a part thereof where the mark does not exist and evaluates a surface state of the copper foil.
