PROBLEM TO BE SOLVED: To prevent the occurrence of fluffing of a mark 16 part and an elongation of whiskers and the cutting edge.SOLUTION: The manufacturing device of a sheet 10 for a medicine packing bag forms a tearing-off mark 16 in an opening edge part of folded--back two pieces 11 and 11. A cut ring 20 and an anvil roller 22 are brought into pressure contact by interposing its sheet in the middle of a sheet travel passage, and the cut ring and the anvil roller are rotated in response to travel of the sheet, and the mark is formed by butting against an anvil roller peripheral surface by breaking through the sheet by a sharp projection 21 of a cut ring peripheral surface. A digital camera 30 is provided in the sheet travel passage after forming the mark, tol determine whether the mark formation is improper or not by its pickup image. The anvil roller is fixed by moving by a width (w) or more of the cut ring in the axial direction of an installation shaft 22a by a warning given as "improper". A pressure contact position of the cut ring 20 and the anvil roller 22 becomes new by this movement. Thus, when resuming the formation of the mark 16, a mode of the proper mark 16 is provided.
