PROBLEM TO BE SOLVED: To provide a heat insulation panel that can shorten a construction period of repair by additional-sticking heat insulation, and simplify the repair.SOLUTION: There is provided a heat insulation panel 10 which includes vacuum heat insulation materials 20, 21, and other heat insulation materials 22, 23 which are arranged in regions where the vacuum heat insulation materials 20, 21 are not arranged and can be cut, and is arranged at a wall part of a building, the other heat insulation materials 22, 23 being arranged at least on end part sides. An indoor-side heat insulation structure of the building includes a skeleton of the building and the heat insulation panel 10 which is arranged on an indoor side of the skeleton of the building, and the heat insulation panel 10 is fixed to the skeleton of the building with a fixing member while the other heat insulation materials 22, 23 are arranged at least on lower sides.
